Still not good enough - that's the response to Government of Guam from the U.S. Attorney's Office in regards to trying to close the Ordot Dump. First noted was that GovGuam is not that serious about complying with its consent decree, since money hasn't been set aside this fiscal year for the Department of Public Works to close the Ordot Dump.
Second, in the '08 budget, the Guam Legislature wouldn't let DPW spend any money on site-specific preparation or design work until the local government owns the property. The U.S. Attorney's Office in court documents states that means further preparatory work for the new landfill would be halted by the lack of funds.
The feds say the court should adopt the recommendation requiring the Consolidated Commission on Utilities' oversight of the new solid waste public corporation.
Following a tour of the Layon site on November 19 the court will hold another status hearing to hear arguments on the receivership issue along with both sides objections to a magistrate judge's report and recommendation on the consent decree. The court ordered that the governor or lieutenant governor, the acting speaker and Public Works attend each of the monthly field trips and status hearings.
