The Defense Ministry said Wednesday it has received about 7.14 billion yen in penalties from construction and engineering companies over 58 public projects that were found subject to rigged biddings by the companies. The cases concern projects ordered by the then Defense Facilities Administration Agency between fiscal 2003 and 2005, including the runway relocation of U.S. military facilities in Iwakuni, Yamaguchi Prefecture, and construction of the then Defense Agency headquarters in Tokyo.
In June last year, the Fair Trade Commission declared that 60 companies, including major general contractors Obayashi Corp and Kajima Corp, had violated competitive bidding rules over 61 construction projects ordered by the facilities agency during the period. Following the declaration, the facilities agency began asking firms that had won the projects, worth a combined 70 billion yen, to pay as penalty 10% of the value of the contracts, the ministry said.
